claims that XYZ action is anti-Malay

1. Malaysia is a constitutional ethnocracy. 

2. Within the context of (1.), there will always be voices calling for improvements for the de-privileged minorities. 

3. Within the context of (2.), there will always be rhetoric claiming that (2.) is an attempt to abolish (1.).

All of this is completely normal, given (1.).
