The contemporary lingo is to refer to the classes of power by size of controlled capital : whales, sharks, and minnows. A larger controller will naturally seek to bait a smaller controller into starting a fight it cannot win. Basic economics, Art of War type stuff. A larger controller will almost always win - but by baiting a smaller controller into making the first move, the larger maximises its profit margin at the expense of the smaller.
