Culture and Process are the same thing.
Anyone who talks about company culture, who can't point to a bunch of SOPs, is bullshitting.
Contrapositively, anyone who says that they do things "by SOP instead of based on culture", is similarly wasted.
( There is a similar issue with people not realising Control and Communication also imply each other - but that is a slightly different concept - however, the similar ignorance of identities is worth noting. )
Trick post of course :
1. in low-context cultures, the culture and the documented process are the same ; these are easier to rationalise
2. in high-context cultures, the culture has undocumented processes which are harder to rationalise without a lot of digging
Basically I'm asserting a hegemonic view, saying low-context cultures are better for business :P
