tested ：
wire brush, manual, and on drill
acid, sodium bicarbonate, sodium hydroxide

dirt : is probably mostly dried algae

If trying this again,
(a) use 3000 psi waterjet
(b) use water and wire brush first ; if not easy, then get NaOH flakes and saturate wet surface, soak for an hour, add more if not saturated, keep wet ; then repeat brush
(c) not sure if the acid helped, but it might work as an alternative to the NaOH ; but if you use acid, you should probably neutralise the area before wire brushing
