The excision of corruption from a nation, or community, can have different approaches. It is possible to grant clemency to the corrupt liaisons of the past, while iteratively increasing the severity of warnings, wrist-slaps, severe punishments, and capital punishments for the future. The implementation may take time, and syndicalism can undermine such efforts. But it all begins with a single leader, whomever has command of the situation. And if there are no such leaders, because control is a facade, then that is a bigger problem. At which layer of leadership does corruption begin in Malaysia?
