2 Distribution is more frequent in a minority of employers.
3a. This minority exists due to structural reasons, leading back to the country's constitution, the history of political narrative, and subsequent development of asymmetrical race-dividing economic policy. In practice it has resulted in an "arms race".
3b. Exacerbating 3a, are the strong employee rights laws, which make it very expensive to fire employees. This causes 3a to frontload their risk management, to filter out Malay employees, because 3a doesn't want to deal with the cluster risk of Islamic religious requirements being used as an excuse to reduce employee's productivity. ( In case it is not clear, there are all sorts of cluster risks, but 3a is biased against this specific cluster. )
