complaints that new political parties split votes

I would say it's a moral/systematic obligation to split votes. The outcome can be worse for the people, but the process of demonstrating that the competition is fair, is more important than the short term welfare of the people. If it deemed otherwise, the system should be officially redesigned. Otherwise, the system in its current form demands this.
