tactical R&R to avoid procrastination

I think today's glowing insight is : if X is a current priority but on radar as something to be procrastinated about, the anti-pattern is to do Y with available resources. Rather all work should pause, and resources accumulated, until X can get cleared. This should be the default mode. Tactics may waiver ofc.
