It depends on target outcomes. The political environment is that poor Malays are coaxed by rich Malays into providing more voters as a matter of spiritual/racial responsibility.
In compliment with that, minority races don't depend on majority law for competitive advantage, so they aren't pumping sic breeder stats.
I think this point is often missed by the naive, and forgotten when people assume everyone knows it. It is quite a fundamental CONSTANT in our national experience, related to what I call kedukaan sebangsa Malaysia.
